On January 21, the Department of Environmental Protection and Roulette Oil & Gas Co., LLC signed a consent order and agreement requiring the company to plug a shale gas well that was abandoned for 8 years in Hebron Township, Potter County.

* PA Oil & Gas Weekly Compliance Dashboard - Jan. 25 to Feb. 14 - Shale Gas Well Ordered Plugged After 8 Years; 20 More Abandoned Conventional Wells; Shale Gas Well Leaking Gas For 23 Months And Counting

From January 25 to February 14, DEP’s Oil and Gas Compliance Database shows oil and gas inspectors filed 3,168 inspection entries during this time.

* Washington County Judge Rules Sunoco Pipeline Did Not Have Eminent Domain Authority To Take Property For Mariner East Pipelines In Landowner Lawsuit Alleging Fraud

On February 7, Washington County Court of Common Pleas Judge Brandon P. Neuman ruled Sunoco Pipeline, LLC did not have eminent domain authority to take property for the Mariner East Pipelines in 2013 from Bradley and Amy Simon and possibly many other property owners.

* DEP Sets March 11 Environmental Justice Office Hearing On Air Quality Permit For New Pollution Control Devices At Harmon Creek Natural Gas Processing Plant In Washington County

The Department of Environmental Protection has scheduled a March 11 hearing on a proposed Air Quality Plan Approval permit covering new air pollution control equipment to be installed at the Harmon Creek Natural Gas Processing Plant in Smith Township, Washington County.  (PA Bulletin, pages 1328- 1329)

* Governor’s Updated Regulatory Agenda Includes Proposed Annual Permit Fee For Shale Gas Wells; Updated Conventional Waste Disposal and Coproduct Waste Regs.

The Governor’s Office published an updated agency-by-agency Regulatory Agenda in the February 15 PA Bulletin that lists regulations in development, an estimated schedule of consideration and opportunities for public comments.  Read more here.

* Marcellus Drilling News: Rain City Resources, Kendra II Agree To Set Up Pilot Plant To Extract Lithium From Marcellus Shale Wastewater In Susquehanna County

On February 13, Marcellus Drilling News reported the Canadian firm Rain City Resources from Vancouver, BC and Kendra II, a waste disposal company in Springville, Susquehanna County, signed an agreement to establish a pilot plant to extract lithium from Marcellus Shale wastewater in Susquehanna County.

* Evangelical Environmental Network: FERC Approval Of PJM Fast Track Power Plant Plan Favors Natural Gas, Leaves Clean, Abundant Energy Behind For Pennsylvania

On February 12, the Federal Energy Regulatory Commission approved the PJM Interconnection, Inc.’s Reliability Resource Initiative (RRI) proposal to “fast track” natural gas power plants at the exclusion of renewable and other clean energy projects, leaving them stuck in the permitting queue.

* President Forms National Energy Dominance Council To Promote Oil, Natural Gas, Natural Gas Liquids, Refined Petroleum Products, Uranium, Coal, Biofuels, Geothermal Heat, Kinetic Movement Of Flowing Water, Critical Minerals

On February 14, the President issued an executive order establishing the National Energy Dominance Council to promote the use of crude oil, natural gas, lease condensates, natural gas liquids, refined petroleum products, uranium, coal, biofuels, geothermal heat, the kinetic movement of flowing water, and critical minerals.

* DEP, Attorney General Announce $14,866,280 In Grants To Fund 79 Local Water Quality Improvement Projects Funded By Growing Greener, Natural Gas Pipeline Penalties

On February 10, the Department of Environmental Protection and Attorney General Dave Sunday announced the award of $14,866,280 in grants to support 79 local water quality improvement projects.

* PA American Water Charitable Foundation Accepting Applications For 2025 Water & Environment Grants

The American Water Charitable Foundation announced it is now accepting applications for 2025 Water and Environmental Grants.  The deadline to apply is March 7.

* DEP Sets March 20 Environmental Justice Hearing On New NPDES Water Quality Permit For The Westmoreland Landfill In Rostraver Township

The Department of Environmental Protection's Environmental Justice Office will hold a March 20 hearing on a new NPDES Water Quality Permit for the Westmoreland Sanitary Landfill in Rostraver Township.  (PA Bulletin, page 1543-1544).

* DEP Invites Comments On Advanced Water Quality Impairment Restoration Plan In Fishing Creek Watershed, Lancaster County

* New Growing Greener Communities Website Provides Guidance For Protecting Our Environment, Drinking Water Sources

In response to rapidly growing public interest in residential stormwater management and community greening methods, four watershed organizations in southeastern Pennsylvania have partnered to launch the Growing Greener Communities website.

The Department of Environmental Protection published notice in the February 15 PA Bulletin inviting comments on an analysis designating an Exceptional Event under the federal Clean Air Act related to Canadian wildfires in June and July 2023 and their impact on air quality in Pennsylvania.
