Technical guidance document 381-5511-014 contains guidelines for all recipients of United States Environmental Protection Agency (EPA) funding for water and wastewater infrastructure improvements under the Special Appropriations Assistance Program and the Clean Water and Drinking Water State Revolving Loan Fund and recipients of State funding from the Pennsylvania Infrastructure Investment Authority.
