Senate Committee OKs Recycling Fee Extension, Tire Cleanup Fund, Coal Refuse Siting Bills

The Senate Environmental Resources and Energy Committee had two meetings this week to approve legislation extending the Recycling Fee, creating a waste tire cleanup account and additional siting criteria for coal refuse piles. The bills include: -- House Bill 1768 (Wansacz-D-Lackawanna) further defining host municipality for landfill programs was amended to extend the $2/ton Recycling Fee to 2020 and create a new Used Tire Pile Remediation Account to fund waste tire pile cleanups; -- House Bill 961 (Buxton-D-Dauphin) extending the sunset date on the $2/ton Recycling Fee to 2015; -- House Bill 1847 (Harhai-D-Westmoreland) allowing coal refuse piles to be sited next to existing piles; and -- Senate Resolution 153 (Wozniak-D-Cambria) urging Congress to exclude youth ATVs, motorcycles and snowmobiles from lead limit requirements of the Consumer Product Safety Improvement Act.
