The Environmental Quality Board, Environmental Hearing Board, Department of Environmental Protection and the Public Utility Commission all published rulemaking notices this week. Details below-- The Environmental Quality Board published notice of proposed increases in air quality permit fees, proposed regulations covering wood panel surface coating and outdoor wood-fired boilers. The Department of Environmental Protection published notice of proposed 2010-13 Nitrogen Oxide allowance allocations (Pa Bulletin page 6122) and notice of a proposed General NPDES permit for hydrostatic tank and pipeline testing. The Public Utility Commission published notice of proposed natural gas distribution company business practice rulemaking order. The Environmental Hearing Board published notice of proposed changes to its practice and procedures.
