House (January 25): House Bill 80 (Vitali-D-Delaware) expanding the Alternative Energy Portfolio Standards and authorizing a carbon sequestration network.

Senate (January 25): House Bill 1609 (Freedom-D-Lehigh) further providing for the definition of traditional neighborhood within the Municipalities Planning Code.

Committees

House: the House Republican Policy Committee hearing on House Bill 1909 (George-D-Clearfield) relating to creating a state power procurement agency.

Senate: the Environmental Resources and Energy Committee holds a hearing on Marcellus Shale drilling wastewater issues; theAgriculture and Rural Affairs Committee meets to consider Senate Resolution 215 (Brubaker-R-Lancaster) directing the Legislative Budget and Finance Committee to report on the cost to agriculture of complying with Chesapeake Bay nutrient reduction requirements, Senate Bill 884 (Waugh-R-York) providing for county land conservation, mapping grants.

Bills Introduced

The following bills of interest were introduced this week--

Mining/Reclamation Fees: Senate Bill 1196 (D.White-R-Indiana) requiring mining fees to be changed by regulation and Senate Bill 1197 (D.White) requiring coal refuse permit fees to be changed by regulation.

Well Casing/Groundwater Safety: House Bill 2213 (George-D-Clearfield) providing for additional well casing and other protections for groundwater from drilling operations.

Minimum Royalties: House Bill 2214 (George-D-Clearfield) setting minimum landowner royalties for oil and gas well production.

Recycling Fee: House Bill 2218 (Harper-R-Montgomery) extending the $2/ton Recycling Fee from 2012 to 2020.

State Parks Award: House Resolution 589 (Gergely-D-Allegheny) congratulating the Department of Conservation and Natural Resources on receiving the 2009 National Gold Medal Award for Excellence in Park and Recreation Management.
