House (February 8): House Bill 80 (Vitali-D-Delaware) expanding the Alternative Energy Portfolio Standards and authorizing a carbon sequestration network; Senate Bill 297 (Yaw-R-Bradford) amending the Oil and Gas Act to require seimi-annual well production reporting.

Senate (February 1): Senate Bill 298 (Yaw-R-Bradford) amending Act 319 farmland preferential assessment law to allow for the production of alternative energy and splitting off farmland for gas, oil and coal bed methane production; Senate Bill 884 (Waugh-R-York) requiring proceeds from the sale of certain state farms to the Agricultural Conservation Easement Purchase Fund; Senate Resolution 21 5(Brubaker-R-Lancaster) directing the Legislative Budget and Finance Committee to study the costs to achieve nutrient reductions from agricultural sources; House Bill 1609 (Freedom-D-Lehigh) further providing for the definition of traditional neighborhood within the Municipalities Planning Code; House Bill 975 (Adolph-R-Delaware) further providing for continuing education for professional geologists.

Committees 

House: the Appropriations Committee holds a budget hearing on the Public Utility Commission without the Governor's budget request.

Senate: the Public Health and Welfare Committee holds a hearing on Senate Bill 1124 (Robbins-R-Mercer) further providing for LIHEAP eligibility and providing for audits and program administration; the Game and Fisheries Committee holds a hearing on Lake Erie Steelhead fishery and the status of the Lake Erie Management Program in Erie.

Bills Introduced 

The following bills of interest were introduced this week-- 

Lyme Disease: Senate Bill 1199 (Greenleaf-R-Montgomery) establishing the Lyme Disease Education, Prevention and Treatment Program.

Deed Restrictions: House Bill 2234 (Haughton-D-Chester) prohibiting deed restrictions pertaining to environmental improvements to property, except for freestanding solar energy systems.

Drilling Moratorium: House Bill 2235 (Vitali-D-Delaware) would put a five-year moratorium on leasing additional state forest land for natural gas drilling in the Marcellus Shale region.

Regulating Fracking: House Resolution 609 (Christiana-R-Beaver) urging support for the regulation of hydraulic fracturing and urging Congress not to approve legislation that would remove state authority to regulate fracturing in natural gas drilling operations.
