The Senate and House return to session on March 22 and then they take a break until mid-April.

Calendars

House (March 22):  House Bill 80 (Vitali-D-Delaware) expanding the Alternative Energy Portfolio Standards and authorizing a carbon sequestration network; House Bill 2291 (D.Evans-D-Philadelphia) enacting the 2010-11 Capital Budget.

Senate (March 22):  Senate Bill 85 (Musto-D-Luzerne) providing for an independent counsel for the Environmental Quality Board.

Committees

House:  the Environmental Resources and Energy Committee meets to consider House Bill 2235 (Vitali-D-Delaware) which would impose a five year moratorium on leasing State Forest land for natural gas drilling, House Bill 2109 (Hornaman-D-Erie) providing for a temporary property tax assessment for alternative energy systems, House Bill 1341 (George-D-Clearfield) requiring the testing of sewage sludge before land application;  the Local Government Committee meets to consider Senate Bill 569 (Pileggi-R-Delaware) extending permit approves given by state agencies after December 31, 2008 and due to expire before July 2, 2013;  the Commerce Committee holds a hearing on the Main Street Program in Ambridge; the Rules Committee meets to consider House Resolution 642 (Godshall-R-Montgomery) designating March 27 8:30 to 9:30 as Earth Hour.

Other:  the Joint Legislative Budget and Finance Committee meets to consider release of report on Growing Greener II; the Environmental Issues Forum by Joint Legislative Air and Water Pollution Control and Conservation Committee on Marcellus Shale; the Forestry Task Force, Joint Legislative Air and Water Pollution Control and Conservation Committee meeting.

Bills Introduced

The following bill of interest was introduced this week--

Gas Lease Conflicts:  House Bill 2276 (Major-R-Susquehanna) preventing drilling of natural gas wells across areas not leased by the drilling company.
