House Committee Takes Comments On Outdoor Advertising Restrictions

The House Local Government Committee held a hearing this week on legislation-- House Bill 1237 (O'Neill-R-Bucks) and House Bill 2085 (Adolph-R-Delaware)-- further restricting outdoor advertising.

            Jim Byrne, a solicitor for several municipalities in Delaware County, outlined the experiences he has had in helping townships limit outdoor advertising and the legal challenges mounted by billboard companies.
            Elam Herr, PA State Association of Township Supervisors, said outdoor advertising is a contentious issue that affects communities of all sizes and implementing reasonable controls to balance property rights and health and safety is challenging under existing law.  He expressed support for the legislation.
            George Merovich, Outdoor Advertising Association of PA, expressed his opposition to both bills saying outdoor advertising is one of the most regulated industries in the state.
            Rep. Robert Freeman (D-Lehigh) serves as Majority Chair of the Committee, and Rep. Tom Creighton (R-Lancaster) serves as Minority Chair.
