The following bills of interest saw action this week in the House and Senate-- Senate
Nominations: The nomination of John Quigley for Secretary of Conservation and Natural Resources was referred to the Senate Environmental Resources and Energy Committee this week. The Committee has scheduled a hearing on the nomination on April 13. The Senate has until April 14 to act on the nomination.
House General Fund Budget: House Bill 2279 (D.Evans-D-Philadelphia) providing for the state General Fund budget was reported from the House Appropriations Committee and passed by the House by a vote of 107 to 89 along party-lines.
Amendments were withdrawn by Rep. David Levdansky (D-Allegheny) and Rep. Greg Vitali (D-Delaware) that would have either reduced the need to lease more State Forest land for natural gas drilling or imposed a temporary moratorium on drilling. Rep. Vitali said offering the amendments to the General Fund budget bill was "not the right time" to consider this issue.
Capital Budget: House Bill 2291 (D.Evans-D-Philadelphia) enacting the 2010-11 Capital Budget was passed by the House 156 to 40 and now goes to the Senate for consideration.
Drilling Moratorium: House Bill 2235 (Vitali-D-Delaware) which would impose a five year moratorium on leasing State Forest land for natural gas drilling was reported from the House Environmental Resources and Energy Committee by a 16 to 9 vote and then Tabled.
Sludge Testing: House Bill 1341 (George-D-Clearfield) requiring the testing of sewage sludge before land application was reported from the House Environmental Resources and Energy Committee and then Tabled.
Permit Extensions: Senate Bill 569 (Pileggi-R-Delaware) extending permit approves given by state agencies after December 31, 2008 and due to expire before July 2, 2013 was amended and reported from the House Local Government Committee and was referred to the House Appropriations Committee. State Parks Award: House Resolution 589 (Gergley-D-Allegheny) congratulating Pennsylvania's State Parks on winning the 2009 National Gold Medal Award for Excellence was adopted by the House.
Earth Hour: House Resolution 642 (Godshall-R-Montgomery) designating March 27 8:30 to 9:30 as Earth Hour was adopted by the House. Outdoor Heritage: House Resolution 684 (Haluska-D-Cambria) declaring April Outdoor Heritage Month in the Pennsylvania Alleghenies was adopted by the House.
