Calendars

House (April 19):  House Bill 80 (Vitali-D-Delaware) expanding the Alternative Energy Portfolio Standards and authorizing a carbon sequestration network.

Senate (April 12):  Senate Bill 85 (Musto-D-Luzerne) providing for an independent counsel for the Environmental Quality Board.

Committees

House: the Transportation Committee holds an informational briefing on the cement industry and its future at the Essroc Cement Plan, Nazareth; the House Democratic Policy Committee holds a hearing on the environmental impact of Marcellus Shale and the Chesapeake Bay at Wendle Hall Room D-001, Lycoming College, Williamsport.

Senate: the Environmental Resources and Energy Committee considers the nomination of John Quigley as Secretary for Conservation and Natural Resources; the Appropriations Committee meets to consider House Bill 975 (Adolph-R-Delaware) further providing for continuing education for engineers, land surveyors and geologists.

Other: the Legislative Air and Water Pollution Control and Conservation Committee holds an Environmental Issues Form featuring PA CleanWays, Center for Rural Pennsylvania on illegal dumping surveys and the 2010 Great American Cleanup.

Bills Introduced

The following bills of interest were introduced this week--

Clean Water Fund:  Senate Bill 1303 (MJ White-R-Venango) authorizing DEP to use the Clean Water fund for black fly and West Nile Spraying, sewage facility enforcement and other purposes.

Floatplane Recreation:  House Bill 2387 (Stevenson-R-Butler) providing for floatplane recreation on larger State Park lakes.

Plastic Bottle Tax:  House Bill 2398 (Caltagirone-D-Berks) imposing a 5 cent tax on each plastic bottle containing water, beverages, cooking oil, medicine, milk, shampoo and ink of less than one liter with 60 percent of the proceeds going to aid distressed communities and 40 percent to DEP to promote recycling.
