The Environmental Quality Board this week approved a proposed regulation change this week which would save Pennsylvania heating oil users $86 million a year (14 cents a gallon) by lowering the sulfur content of heating oil. The measure matches a law adopted by New York in the last few weeks and legislation pending in our own General Assembly-- House Bill 2578 (George-D-Clearfield) and Senate Bill 1282 (Erickson-R-Delaware) (see 7/5/10 and 3/2210 Pa Environment Digests)
Also approved were final regulations on wood-fired boiler emissions, Chapter 96 nutrient credit trading requirements, Chapter 92 NPDES permit fees and a package of stream redesignations.
The Independent Regulatory Review Commission published notice of comments on proposed EQB incidental coal extractions regulations and PUC energy conservation reporting requirements.
