House (September 20): House Bill 80 (Vitali-D-Delaware) expanding the Alternative Energy Portfolio Standards and authorizing a carbon sequestration networkHouse Bill 894 (Phillips-R-Northumberland) establishing a Lyme Disease Task Force and assigning responsibilities to the Department of Conservation and Natural Resources without funding;  House Bill 2405 (DePasquale-D-York) which would increase the solar mandate provisions of the Alternative Energy Portfolio Standards and provide for carbon sequestration facilities; House Resolution 826 (Goodman-D-Schuylkill) memorializing the U.S. EPA to uniformly enforce RCRA on all hazardous waste reclamation companies; House Resolution 864 (Mundy-D-Luzerne) memorializing Congress to pass the Fracturing Responsibility and Awareness of Chemicals Act.

House: the Environmental Resources and Energy Committee meets to consider House Resolution 879  (Haluska-D-Cambria) urging EPA to revise the proposed boiler MACT rule; the Appropriations Committee meets to consider or House Bill 1800 (D.Evans-D-Philadelphia) the House Democrats Transportation Funding Proposal.

 

Senate: the Environmental Resources and Energy Committee meets to consider Senate Bill 1422 (D.White-R-Indiana) authorizing PennVEST to fund non-point source management projects including specifically urban stormwater projects, House Bill 708 (Ross-R-Chester) requiring electronics recycling, House Bill 2591 (George-D-Clearfield) authorizing PennVEST to fund non-point source management projects including specifically urban stormwater projects; the Consumer Protection and Professional Licensure Committee meets to consider House Bill 1128 (Preston-D-Allegheny) further providing for civil penalties for gas pipeline safety violations.

 

Other: the Joint Legislative Budget & Finance Committee meets to release performance audit of Fish & Boat Commission.

 

Bills Introduced

 

The following bills of interest were introduced this week--

 

Gas Pipelines:  House Bill 2693 (M.Baker-R-Bradford) providing for the regulation of gas and oil pipelines.

 

Well Permitting:  House Bill 2694 (Mundy-D-Luzerne) further providing for the regulation of oil and gas well erosion permitting, providing for a three year moratorium on drilling and prohibiting wells on a floodplain.

 

Notice Of Well Permits:  House Bill 2726 (J.White-D-Allegheny) providing for municipal notice of oil and gas well permits.
