Bills Introduced

The following bills of interest were introduced this week--

House

Biosolids: House Bill 1017 (Knowles-R-Schuylkill) providing for municipal regulation of land application of biosolids.

Gas Compressors: House Bill 1045 (Sonney-R-Erie) further providing for the regulation of natural gas compressor stations.

Gas Well Restrictions/Bonding: House Bill 1046 (Sonney-R-Erie) further providing for location restrictions, bonding increases and providing for abandoned well plugging surcharge.

Senate

Siting Waste Facilities: Senate Bill 825 (Boscola-D-Lehigh) amending Act 101 to provide for a new definition of affected municipalities for host benefit fee purposes, requiring a community health risks study for landfills and further providing for public participation in expanding existing landfills.  Senate Bill 826 (Boscola) has similar provisions.

DSIC Infrastructure Funding Tool:  Senate Bill 846 (Solobay-D-Washington) authorizing the distribution system infrastructure replacement funding tool for projects designed to improve water and wastewater quality, fire protection reliability and long-term system viability.
