Senate/House Bills Moving

The following bills of interest saw action this week in the House and Senate--

House

General Fund Budget: House Bill 1485 (Adolph-R-Delaware) providing for the General Fund budget was passed by the House and now goes to the Senate for consideration.

Severance Tax: House Bill 33 (Vitali-D-Delaware) enacting a Marcellus Shale natural gas production severance tax was reported out of the House Finance Committee in response to a discharge resolution filed by Rep. Vitali.  The Committee reported the bill out with a requested the bill be re-referred to the House Environmental Resources and Energy Committee.  That request was defeated by a vote of 199-0 and the bill was returned to the House Finance Committee after that ruling was challenged and defeated by a vote of 113 to 86.

                                House Democrats Force Consideration Of Drilling Tax

Solid Waste Abatement Fund:  House Bill 1416 (Evankovich-R-Armstrong) requiring publication of reports on expenditures from the Solid Waste Abatement Fund and the Clean Water Fund was reported from the House Environmental Resources and Energy Committee and Tabled.

Keystone Fund: Senate Bill 302 (MJ White-R-Venango) requiring additional reporting on expenditures from the Keystone Recreation, Park and Conservation Fund was reported from the House Environmental Resources and Energy Committee and Tabled.

Bioenergy/Mine Reclamation: House Bill 608 (Brooks-R-Crawford) encourage the use of bioenergy crops on mine reclamation sites was referred to the House Appropriations Committee.

Great American Cleanup of PA: House Resolution 294 (Miccarelli-R-Delware) congratulating the volunteers and organizations participating in the Great American Cleanup of PA was adopted by the House.

Senate

Sharing Air Penalties: Senate Bill 151 (Pileggi-R-Delaware) providing for sharing Air Pollution Control Act penalties with municipalities was passed by the Senate and now goes to the House for action.

Supporting Data: Senate Bill 263 (Erickson-R-Delaware) requiring the use of empirical, replicable and testable supporting data in developing regulations was reported out of the Senate Appropriations Committee and is now on the Senate Calendar for action.

Capital Budget: Senate Bill 1054 (Corman-R-Centre) providing for a 2011-12 Capital Budget was reported out of the Senate Appropriations Committee and is now on the Senate Calendar for action.

Gas Well Emergencies: Senate Bill 995 (Baker-R-Luzerne) requiring gas well operators to post certain 911 response information at the entrance to each well site was amended and reported from the Senate Veterans Affairs and Emergency Preparedness Committee and is now on the Senate Calendar for action.

Fuel Testing: Senate Bill 341 (Greenleaf-R-Montgomery) establishing a automotive fuel testing program was reported out of the Senate Consumer Protection and Professional Licensure Committee and is now on the Senate Calendar for action.

Farmland Assessment: Senate Bill 301 (Yaw-R-Bradford) amending Act 319 to authorize the splitting off of land for noncoal mining, House Bill 143 (Major-R-Susquehanna) amending Act 319 to authorize the splitting off of land for noncoal mining, House Bill 144 (Pickett-R-Bradford) amending Act 319 to authorize taxation of oil and gas well production were all reported from the Senate Agriculture and Rural Affairs Committee and are now on the Senate Calendar for action.

Leasing State Minerals: Senate Bill 367 (D.White-R-Indiana) authorizing the leasing of mineral rights on other state lands and depositing the proceeds in the Environmental Stewardship Fund was referred to the Senate Appropriations Committee.

Noncoal  Mining: Senate Bill 898 (Tomlinson-R-Bucks) Amend the Noncoal Surface Mining Conservation and Reclamation Act to provide that all municipal subdivision and land development ordinances are preempted by the Noncoal Act was referred to the Senate Appropriations Committee.

Sewer Laterals: Senate Bill 308 (Pippy-R-Allegheny) further providing for the eligibility of sewer laterals for funding was referred to the Senate Appropriations Committee.

Flood Control Projects: Senate Bill 292 (Eichelberger-R-Blair) Amends the Flood Control Law by increasing the minimum amount which must be bid through a public advertising process from $4,000 to $25,000 for flood control projects performed by the Water and Power Resources Board was referred to the Senate Appropriations Committee.
