Bill Calendars

House (June 26): Senate Bill 263 (Erickson-R-Delaware) requiring data to support rulemakings; Senate Bill 302 (MJ White-R-Venango) further providing for annual reports from the Keystone Recreation, Park and Conservation Fund; Senate Bill 303 (MJ White-R-Venango) providing for the disposition of fines under the Hazardous Sites Cleanup Act; Senate Bill 304 (MJ White-R-Venango) requiring the posting of the state air quality implementation plan on the Internet;  House Resolution 70 (Harhart-R-Lehigh) requesting the Department of Transportation to study the potential use of quarry and other mining waste in highway and civil engineering projects.  <> Click Here for full House Bill Calendar.

Senate (June 26): Senate Bill 1100 (Scarnati-R-Jefferson) establishing a Marcellus Shale Impact fee and requiring the development of a model local zoning ordinance to control drilling activities; Senate Bill 995 (Baker-R-Luzerne) requiring the posting of certain emergency information for each gas well;   Senate Bill 469 (Argall-R-Schuylkill) allows walking, jogging, bicycling, exercising and horseback riding on nature trails as a recreational purpose by limiting liability and was changed by a technical amendment; Senate Bill 394 (Brubaker-R-Lancaster) further providing for local authority to preserve open space;  House Bill 870 (Everett-R-Lycoming) further providing for recreation liability for opening land to recreational noncommercial aircraft operations.  <> Click Here for full Senate Bill Calendar.

Bills Introduced

The following bills of interest were introduced this week--

Alternative Energy Portfolio: House Bill 1692 (Moul-R-Adams) adding natural gas to the Tier I sources of energy under the Alternative Energy Portfolio Standards.

Severance Tax: House Bill 1705 (Godshall-R-Montgomery) authorizing a severance tax on natural gas production to provide additional property tax relief.

Dormant Wells: House Bill 1707 (Godshall-R-Montgomery) amends the Dormant Oil and Gas Well Act further providing for a trust for unknown owners.

Gas Well Impact Fee: House Bill 1715 (Ellis-R-Butler) establishing a Marcellus Shale gas well impact fee administered by the Public Utility Commission.

Gas Lease Indexing: House Bill 1726 (Matzie-D-Allegheny) to create a system for the indexing of natural gas leases by property address.
