The following bills of interest saw action this week in the House and Senate--
House Engineers/Geologists: House Bill 1054 (Mustio-R-Allegheny) further providing for continuing education of engineers and geologists was referred into and out of the House Appropriations Committee and passed by the House. The bill now goes to the Senate for consideration.
DEP Fund Reporting: House Bill 1416 (Evankovich-R-Armstrong) requiring additional reports on expenditures from the Clean Water, Solid Waste Abatement and Clean Air Fund administered by DEP was referred into and out of the House Appropriations Committee and passed by the House. The bill now goes to the Senate for action.
“Right now, the law does not require DEP to provide financial information regarding these three funds,” said Rep. Eli Evankovich. “The only way the public can attain that information is through Freedom of Information requests. That’s not good policy. We’re striving to make state government more accountable and transparent and my legislation does just that.”
Keystone Fund: Senate Bill 302 (MJ White-R-Venango) further providing for annual reports from the Keystone Recreation, Park and Conservation Fund was referred into and out of the House Appropriations Committee and is now on the House Calendar for action.
Hazardous Sites Fines: Senate Bill 303 (MJ White-R-Venango) providing for the disposition of fines under the Hazardous Sites Cleanup Act was amended and reported from the House Environmental Resources and Energy Committee and is now on the House Calendar for action.
Air Quality Plans: Senate Bill 304 (MJ White-R-Venango) requiring the posting of the state air quality implementation plan on the Internet was reported from the House Environmental Resources and Energy Committee and is now on the House Calendar for action.
Acceptable Data: Senate Bill 263 (Erickson-R-Delaware) requiring data to support rulemakings was reported from the House State Government Committee and is now on the House Calendar for action.
Air Penalties: Senate Bill 151 (Pileggi-R-Delaware) sharing Air Pollution Control Act fines with municipalities was reported from the House Environmental Resources and Energy Committee and was referred to the House Appropriations Committee.
Bluff Recession: Senate Bill 791 (Earll-R-Erie) further defining bluff under the Bluff Recession Setback Act was reported from the House Environmental Resources and Energy Committee and Tabled.
Forestry Task Force: House Resolution 309 (Hutchinson-R-Venango) reauthorizing the Forestry Task Force under the Joint Legislative Air and Water Pollution Control and Conservation Committee was reported from the House Environmental Resources and Energy Committee and is on the House Calendar for action.
Leaf Waste: House Bill 1691 (Godshall-R-Montgomery) further dealing with leaf waste under Act 101 was amended and reported from the House Environmental Resources and Energy Committee and referred to the House Rules Committee.
Energy Efficiency Technology: House Bill 1290 (George-D-Clearfield) creating an energy efficiency technology testing process was amended and reported from the House Environmental Resources and Energy Committee and referred to the House Rules Committee.
Senate Nominations: The nomination of Bernard A. Labuskes, Jr. to the Environmental Hearing Board was approved unanimously by the Senate. The Senate Consumer Protection and Professional Licensure favorably reported out the nomination of Pamela Witmer to the Board of the Public Utility Commission.
Act 319 Exceptions: House Bill 143 (Major-R-Susquehanna) amending Act 319 to authorize the splitting off of land for noncoal mining was reported from the Senate Appropriations Committee and passed by the Senate without amendment. The bill now goes to the Governor for his action.
Act 319 Exceptions: House Bill 144 (Pickett-R-Bradford) amending Act 319 to authorize taxation of oil and gas well production was amended and reported from the Senate Appropriations Committee, reverted to prior Printer's Number and passed by the Senate without amendment. The bill goes to the Governor for his action.
Gas Well Emergency Information: Senate Bill 995 (Baker-R-Luzerne) requiring the posting of certain emergency information for each gas well was amended and reported from the Senate Appropriations Committee and is now on the Senate Calendar for action.
Open Space: Senate Bill 394 (Brubaker-R-Lancaster) further providing for local authority to preserve open space was reported from the Senate Local Government Committee and is now on the Senate Calendar for action.
Recreational Liability: House Bill 870 (Everett-R-Lycoming) further providing for recreation liability for opening land to recreational noncommercial aircraft operations was reported from the Senate Environmental Resources and Energy Committee and is now on the Senate Calendar for action.
General Fund Budget: House Bill 1485 (Adolph-R-Delaware) providing for the 2011-12 General Fund Budget was referred back to the Senate Appropriations Committee. (Note: On the Senate Appropriations Committee agenda for June 26.)
Ag Conservation Easements: House Bill 562 (Gillen-R-Bucks) further providing for the extraction of oil and gas and noncoal mining within agricultural conservation easements was referred to the Senate Appropriations Committee.
Downtown Relocation Law: Senate Bill 276 (Argall-R-Schuylkill) amending the Downtown Relocation law to allow for compliance with economic revitalization plans was referred to the Senate Appropriations Committee.
