Senate/House Bills Moving
|
|
The following bills of interest saw action this week in the House and Senate--
Senate Leasing Other State Lands: Senate Bill 367 (D.White-R-Indiana) providing for the leasing of mineral rights on other state lands and those owned by the State System of Higher Education was amended to change the allocation of revenues generated by leasing other state lands and reported from the Senate Appropriations Committee. It is now on the Senate Calendar for action.
<> Money derived from State System lands will be allocated as follows:
-- 40 percent will be retained by the university which is the host to the well site and will be used for deferred maintenance projects or energy efficiency or energy cost saving improvements.
-- 60 percent will be allocated to the State System of Higher Education for distribution among those universities who do not host a well site.
--The distribution formula will be determined by the Board of Governors of the system.
--The board shall only use the funds for deferred maintenance or energy efficiency or energy cost saving improvements.
<> All payments or royalties received by DGS on lands outside of the State System of Higher Education shall be deposited in the Oil and Gas Lease Fund.
-- In fiscal year 2014-2015 and every year thereafter, revenue will be deposited as follows:
-- The first $50 million will be deposited in the Hazardous Sites Cleanup Fund.
-- All remaining payments shall be deposited in the Oil and Gas Lease Fund.
Professional Licensing: House Bill 1054 (Mustio-R-Allegheny) further providing for the licensing of engineers, land surveyors and geologists was reported out of the Senate Consumer Protection and Professional Licensure Committee and is now on the Senate Floor for consideration.
House Infrastructure Rehabilitation Funding: House Bill 1294 (Godshall-R-Montgomery) providing for a distribution system improvement charge (DSIC) for natural gas, wastewater and other utility distribution line repairs was reported from the House Rules Committee and is now on the House Calendar for action.
Green Technology: House Bill 1290 (George-D-Clearfield) providing for the testing of Green Technologies for energy efficiency and other purposes was reported from the House Rules Committee and Tabled.
Small Business Relief: House Bill 1349 (Pickett-R-Susquehanna) requiring the review of regulations for their impact on small businesses and granting pre-enforcement review of regulations by small businesses aggrieved parties was reported from the House State Government Committee and is now on the House Calendar for action.
Forestry Task Force: House Resolution 309 (Hutchinson-R-Venango) a concurrent resolution re-establishing the Forestry Task Force was adopted by the House. It now goes to the Senate for consideration.
Austin Flood Anniversary: House Resolution 364 (Causer-R-Potter) memoralizing the 100th anniversary of the 1911 Austin Flood in Potter County was adopted by the House.
