Senate/House Bills Moving

The following bills of interest saw action this week in the House--

Marcellus Shale: House Bill 1950 (Ellis-R-Butler) amending the Oil and Gas Act to include additional environmental protection measures for Marcellus Shale drilling, a county-optional drilling impact fee and additional transfers from the Oil and Gas Fund was reported out of the House Rules Committee and the House voted to nonconur in Senate amendments to send the bill into a conference committee.  Technically, the Senate must vote to insist on its amendments when they return to session in January, but discussions between the Senate and House Republicans and the Governor's Office will continue.  A summary and new Senate Fiscal Note are available for the bill.

Anthracite Reclamation Fees: House Bill 1813 (Tobash-R-Schuylkill) further providing for anthracite reclamation fees and guarantees was passed by the House and now goes to the Senate for consideration.  A summary and new House Fiscal Note are available for the bill.
