The purpose of this guidance is to provide policy guidance to Department staff to: 1) consider ways to prevent the irreversible loss of prime agricultural land; and 2) administer the Department's programs so that Department funds and Department-administered Federal funds are not used to encourage the conversion of prime agricultural land to other uses when feasible alternatives are available.
