DEP Issues Waste Transportation Safety Program Annual Report

The Waste Transportation Safety Program Annual Report for 2011 is now available on the Department of Environmental Protection’s website.

The report highlights for 2011 include:

-- The number of WTSP applications increased 4.67 percent from 7,226 applications in 2010 to 7,564 applications in 2011;
-- The total revenue collected increased 4.95 percent from $2.73 million in 2010 to $2.87 million in 2011;
-- The percentage of electronic submittals increased from 72 percent in 2010 to 73 percent in 2011;
-- The average processing time for renewals decreased from five work days in 2010 to two and a half workdays in 2011; and
-- Since 2008, the compliance rate for applications and renewals increased from 84 percent to over 98 percent.

Compliance with requirements of the act, DEP regulations, and federal and state motor carrier requirements are ensured and enforced by DEP regional office staff with the assistance of the Pennsylvania State Police.

Compliance highlights for 2011 include:

-- In 2011, DEP staff conducted 5,635 inspections of waste transportation vehicles which is more than double the number of inspections performed in 2008;
-- Since 2008, the overall compliance rate with waste transportation requirements improved from 86.8 percent to 92.1 percent;
-- Since 2008, the compliance rate with waste containment (leakage, torn tarps, etc.) requirements improved from 87.6 percent to 95.3 percent; and
-- Since 2008, penalties collected for waste transportation vehicle violations decreased 82 percent from $434,439 to $78,348.
