Aug. 14 Meeting, Hearing For Williams-Transco Pipeline Crossing Of Brandywine Creek

The Department of Environmental Protection will host a public meeting and hearing on August 14, to answer questions and receive comments about Williams-Transco’s proposal to replace a section of natural gas pipeline in East Brandywine and East Caln townships, Chester County.

An informational meeting to explain the proposed method for crossing Brandywine Creek and two sections of Ludwig’s Run will begin at 5 p.m. at the Sykes Student Union Building on the West Chester University campus at 110 W. Rosedale Ave.  (formal notice- PA Bulletin page 4543)

“This combined public meeting and hearing will give residents an opportunity to learn more about the applications, ask questions and provide testimony,” DEP Southeast Regional Director Cosmo Servidio said.

Starting at 7 p.m., the public is invited to present up to five minutes of oral testimony about the necessary permits for this project. DEP is reviewing amended applications for a National Pollutant Discharge Elimination System (NPDES) permit, needed to prevent runoff during construction, and a Chapter 105 Water Obstruction and Encroachment permit, which is required for the stream crossings.

The company is asking to replace the existing section of 30-inch pipe that lies beneath Brandywine Creek and portions of Ludwig’s Run with a 42-inch pipe through the use of an open trench. The Chapter 105 application includes an alternatives analysis and proposes three watershed improvement projects as mitigations.

These permit applications may be reviewed by appointment at DEP’s Southeast Regional Office, 2 E. Main St., Norristown. To schedule a review, call 484-250-5910. The applications may also be reviewed at the Downingtown Library at 330 E. Lancaster Ave.

A 30-day public comment period for these applications began May 5, when an announcement was published in the Pennsylvania Bulletin. Prior to the closing of that comment period, DEP received requests for a public hearing and as a result of those requests, will now accept comments until the close of the hearing on August 14.

For anyone unable to attend the public hearing, written comment may be submitted until that date to Program Manager, DEP Waterways and Wetlands, Southeast Regional Office, 2 E. Main St., Norristown, PA 19401. All comments should include the name, affiliation and address of the commenter and the subject line “Public Comment – Transco.”
