The Public Utility Commission formally published proposed regulations September 22 regulating liquid fuels pipelines for comment.  The regulation adopts federal rules by reference.

On Thursday the Independent Regulatory Review Commission noted during its meeting final Environmental Quality Board regulations increasing permit fees for noncoal mining operators was deemed approved.  The IRRC had earlier disapproved the regulations which will increase revenue to support the program by $2.5 million annually.

The IRRC also made available its comments on the EQB’s proposed Triennial Review of Water Quality Standards regulations saying the Regulatory Analysis Form submitted with the rulemaking was not detailed enough to make a determination whether the regulation was in the public interest.  The Commission specifically questioned the adequacy of the data used to set standards for chloride, sulfate and molybdenum.
