Pennsylvania Bulletin - March 2, 2013 Proposed Regulations Open For Comment - DEP webpage Proposed Regulations With Closed Comment Periods - DEP webpage DEP Regulatory Agenda - DEP webpage Technical Guidance & Permits The Department of Environmental Protection published a notice inviting comments on a draft policy on the review of onlot sewage systems in High Quality and Exceptional Value watersheds. [Note: The Sewage Advisory Committee is scheduled to discuss this proposed policy at its March 6 meeting.] DEP published two notices involving federal interstate consistency reviews for proposed projects in coastal zone areas: 1) construction of a High Bay Test Facility at the Philadelphia Navy Yard and 2) maintenance dredging at Conneaut Harbor, Ohio. Philadelphia Air Management Services published a notice announcing an April 4 public hearing on proposed revisions to the State Air Quality Implementation Plan to meet the requirement of reasonably available control technology under the 8-hour federal ozone standard (PA Bulletin page 1200). Draft DEP ID: 385-2208-001. Title: Sewage Facilities Planning Module Review for Onlot Sewage Systems Proposed in High Quality and Exceptional Value Watersheds. Description: This proposed new technical guidance document describes the process by which onlot sewage treatment systems (septic systems) may be sited in High Quality (HQ) and Exceptional Value (EV) watersheds in this Commonwealth. Based on the antidegradation requirements contained in 25 Pa. Code Chapter 93 (relating to water quality standards), water quality in HQ and EV rivers and streams must be protected and maintained using best management practices (BMPs) for nonpoint source control. This guidance describes those BMPs.
