House Bill to Encourage Waste Tire Recycling Passes House

House Bill 1114, sponsored by Rep. Yudichak (D-Luzerne), that would tighten regulations for the cleanup of waste tire piles and promote tire recycling efforts unanimously passed the House. The legislation would regulate recycling and reuse of waste tires, their proper disposal and the cleanup of waste tire piles. It would also authorize the state Environmental Quality Board to encourage efforts by the state’s recycling industry to process waste tires and promote the beneficial use of recycled waste tires and tire products. Yudichak said the bill would build upon the success of the previously enacted Waste Tire Recycling Act, which has already effectively removed some of the millions of waste tires from Pennsylvania communities. “These tire piles are environmental and public health hazards. There are about 12.5 million waste tires in 70 piles across the state right now, and little effort has been made in the way of disposal, cleanup or recycling. My bill would help make sure the guilty parties pay for removal of the tires and that they are disposed of through recycling and reuse instead of dumped somewhere else,” Yudichak said. Yudichak’s legislation would streamline the process by which the state Department of Environmental Protection could recover grant money issued for the cleanup of stockpiled waste tire sites. The agency could place a lien on the property of those responsible for the tire pile if reimbursement is not made within 30 days of the cleanup. The bill would also require waste tire recycling businesses to have a state permit and extend the time period for bringing action against someone to recover funds used for the cleanup of a tire pile. The bill now goes to the Senate for consideration. |
