Technical Guidance & Permits

The Department of Environmental Protection published notice of final technical guidance on Surface Mine Accident Investigations and notice of changes to the list of companies certified to perform radon-related services (PA Bulletin page 1509).

Final: DEP ID: 562-5900-001. Title: Surface Mine Accident Investigations. Description: The purpose of this guidance is to outline a standard operating procedure for the Department's role in investigating accidents which cause serious injury or death; and in investigating nonreportable accidents that had the potential to cause bodily injury on surface mine sites. The guidance was revised to update the investigation procedures and to include the reporting and investigation of nonreportable accidents on surface mine sites. Notice of availability of the proposed guidance was published at 42 Pa.B. 7343 (December 1, 2012), with provision for a 30-day public comment period that ended on December 31, 2012. The Department received comments on the draft technical guidance document, which resulted in modifications to the final technical guidance. A comment and response document was developed that includes a summary of the comments received and the modifications that were made to the document.
