Senate/House Bills Moving

The following bills of interest saw action this week in the House and Senate-- 

House

Private Dam Financial Assurance: House Bill 1712 (R.Brown-R-Monroe) establishing a Private Dam Financial Assurance Program was reported from the House Appropriations Committee and the bill was passed by the House.  A House Fiscal Note and summary is available.  The bill now goes to the Senate for consideration.

Utility Taxes: House Bill 1436 (Godshall-R- Montgomery)  providing for the computation of income tax expense for utility ratemaking purposes was reported out of the House Appropriations Committee and was passed by the House.  A House Fiscal Note and summary is available.  The bill now goes to the Senate for consideration.

Sewage Inspection Fee: House Bill 914 (Ross-R-Chester) removing the permit-exempt inspection fee cap in Sewage Facilities Act (sponsor summary) was amended and reported from the House Local Government Committee and was Tabled.

Heritage Areas Program: House Bill 1605 (James-R- Butler) establishing the Heritage Areas Program in law (sponsor summary) was reported from the House Local Government Committee and was Tabled.

Water Well Standards: House Bill 48 (Godshall-R-Montgomery) setting standards for drinking water well construction was Tabled.

Hazardous Materials Emergency Planning: House Bill 677 (Hanna-R-Centre) expanding the membership of local emergency planning committee members and increase hazardous materials emergency reporting requirements (sponsor summary) was Tabled.

Standby Water Charges: House Bill 1040 (Harper-R-Montgomery) providing for reduced standby water services charges for fire and rescue companies was Tabled.

Transit Revitalization: Senate Bill 385 (Pileggi-R-Delaware) further providing for Transit Revitalization Investment District Act was Tabled.

Forestry Task Force: Senate Resolution 55 (Hutchinson-R-Venango) re-establishing the Forestry Task Force under the Joint House/Senate Legislative Air and Water Pollution Control and Conservation Committee (sponsor summary) was reported out of the House Environmental Resources and Energy Committee and is now on the House Calendar for action.

Senate

CAC Executive Director: House Bill 941 (Regan-R-Cumberland), which amends the Administrative Code, includes a provision allowing DEP’s Citizens Advisory Council to independently hire its own Executive Director and makes the Secretary of DEP an ex officio member of the Council was concurred in by the Senate and now goes to the Governor for his action.  A Senate Fiscal Note and summary is available.
