Senate/House Bills Moving

The following bills of interest saw action this week in the House and Senate--

Senate

Natural Gas Competition: House Bill 57 (Payne-R-Dauphin) further providing for natural gas completion was removed from the Table and passed by the Senate without amendment.  A House Fiscal Note and summary is available.  The bill now goes to the Governor for his action.

Public Utility: House Bill 1241 (R.Brown-R-Monroe) exempting resorts offering water and sewage services from definition of public utility was passed by the Senate without amendment and now goes to the Governor for his action.  A House Fiscal Note and summary is available.

Clean Power Plan Review: Senate Bill 1195 (White-R-Indiana) further providing for review of any plan DEP developed to implement the EPA Clean Power Plan rule was amended on the Senate Floor and passed by the Senate 41 to 9.  The bill now goes to the House for action.  The House Environmental Resources and Energy Committee is likely to consider the bill June 13.

Opting Out Of Act 129:  Senate Bill 805 (Boscola-D-Lehigh) opt out of Act 129 energy conservation program (sponsor summary) was removed from the Table and reported into, amended, and reported out of the Senate Appropriations Committee and is now on the Senate Calendar for action.

Fish/Game Commission License Fees: Senate Bill 1166 (Stefano-R-Fayette) authorizing the Game Commission to adopt fees charged by the agency rather than have them set by the General Assembly and Senate Bill 1168 (Eichelberger-R-Blair) authorizing the Fish and Boat Commission to adopt fees charged by the agency rather than have them set by the General Assembly were both amended to allow the Senate and House to pass a concurrent resolution to disapprove a fee changes and present it to the Governor for his action and were referred to the Senate Appropriations Committee.  The Appropriations Committee is scheduled to consider both bills on June 13.

Water Contamination At Fmr Military Bases: Senate Resolution 384 (Greenleaf-R- Montgomery) urging the President and Congress to work to take all necessary action to remedy water contamination problems at Montgomery County military facilities was reported out of the Senate Environmental Resources & Energy Committee and was adopted by the Senate.

House

Construction Code: House Bill 1409 (Rapp-R-Forest) further providing for the adoption and enforcement by municipalities and administration and enforcement was reported from the House Appropriations Committee and was passed by the House.  A House Fiscal Note and summary is available.  The bill now goes to the Senate for action.

DEP Drilling Regs: Senate Bill 279 (Hutchinson-R-Venango) creating the PA Grade Crude Development Advisory Council was amended and reported out of the House Environmental Resources and Energy Committee and Tabled.

Regulatory Review Act: Senate Bill 562 (Gordner-R-Columbia) amending the Regulatory Review Act to give the General Assembly additional time to review agency regulations was amended on the House Floor, reported into and out of the House Appropriations Committee and is now on the House Calendar for action.

Water Contamination At Fmr Military Bases: House Resolution 916 (Stephens-R- Montgomery) urging EPA and the Department of Defense to take all necessary action to ensure safe drinking water around former military bases in Montgomery and Bucks Counties was introduced and adopted by the House.
