Senate/House Bills Moving

The following bills of interest saw action this week in the House and Senate--

House

Stormwater Fees: House Bill 1325 (Mustio-R-Allegheny) allowing townships of the second class to charge stormwater management fees was reported out of the House Rules Committee and concurred in by the House.  A House Fiscal Note and summary is available.  The bill now goes to the Governor for his action.

1-Pound Waiver: Senate Bill 1123 (Vogel-R-Beaver) extends the one-pound Reid Vapor Pressure waiver for gasoline sold in Pennsylvania that expired on May 1, 2016 was removed from the Table, referred into and out of the House Appropriations Committee and passed by the House.  A House Fiscal Note and summary is available.  The bill returns to the Senate for a concurrence vote.

State Park Public-Private Partnerships: House Bill 2013 (Ellis-R-Butler) authorizing DCNR to enter into public-private partnerships to provide additional recreational activities at State Parks (sponsor summary) was amended and reported out of the House Tourism and Recreational Development Committee and then referred to the House Rules Committee.

Sewage Sludge Study: House Resolution 60 (Emrick-R-Northampton) directing the Legislative Budget and Finance Committee to conduct a comprehensive review of the state’s program to regulate the beneficial use of sewage sludge was adopted by the House.

Senate

Game, Fish License Fees: Senate Bill 1166 (Stefano-R-Fayette) providing for the adopting of fees by the Game Commission (Senate Fiscal Note and summary) and Senate Bill 1168 (Eichelberger-R- Blair) providing for the adoption of fees by the Fish and Boat Commission (Senate Fiscal Note and summary) were passed by the Senate and now go to the House for consideration.

Heritage Areas: House Bill 1605 (James-R-Butler) establishing DCNR’s Heritage Areas Program in law (House Fiscal Note and summary) was referred to the Senate Appropriations Committee.

Lead Task Force: Senate Bill 16 (Yudichak-D-Luzerne) creating a Task Force On Lead and Hazards of Lead Poisoning was amended and reported from the Senate Public Health and Welfare Committee and is now on the Senate Calendar for action. 

Uniform Construction Code: House Bill 568 (Evankovich-R-Allegheny) making changes to the process for adopting updates to the PA Construction Code Act was amended and reported from the Senate Labor and Industry Committee and is now on the Senate Calendar for action.

Lead Disclosure: Senate Bill 20 (Fontana-D-Allegheny) further providing for disclosure of lead in water and paint in real estate sale was reported out of the Senate Urban Affairs and Housing Committee and is now on the Senate Calendar for action.

Flooding Disclosure Property Sale: Senate Bill 141 (Greenleaf-R-Montgomery) further providing for the disclosure of flooding hazards in real estate sales was amended and reported out of the Senate Urban Affairs and Housing Committee and is now on the Senate Calendar for action.

Flooding Disclosure Property Leasing: Senate Bill 142 (Greenleaf-R-Montgomery) further providing for the disclosure of flooding hazards in leasing property was reported out of the Senate Urban Affairs and Housing Committee and is now on the Senate Calendar for action.

Kill Conventional Drilling Regs: Senate Bill 1011 (Hutchinson-R-Venango) killing DEP’s final drilling regulations covering conventional oil and gas wells and starting the rulemaking process over (unneeded with the passage of Senate Bill 279 (Hutchinson-R-Venango)) was Tabled.

Dam Financial Assurance: House Bill 1712 (R.Brown-R-Monroe) establishing a Private Dam Financial Assurance Program (House Fiscal Note and summary) was Tabled after being on the Senate Calendar for 10 days without action.
