Susquehanna River Basin Commission To Clarify Review Regs For Water Withdrawals

The Susquehanna River Basin Commission Thursday met for its quarterly business meeting and among other actions, voted to propose a change to regulations setting application requirements and standards for the review of water withdrawal projects. The clarification deals with the mitigation of consumptive uses, adds a subpart to provide for registration of grandfathered projects, and revises requirements dealing with hearings and enforcement actions. Public hearings and comment period will be scheduled to solicit input from interested members of the public on the changes. The Commission also took these actions— -- Rescinded its Information Technology Services Fee Policy; -- Extended the term of an emergency certificate with Furman Foods, Inc. to Nov. 30, 2016; -- Granted Montage Mountain Resorts, LP, a continuance of the Show Cause proceeding to the Dec. 2016 Commission meeting; and -- Approved 26 applications, several of which included reduced withdrawal rates, and tabled 8 applications RBC’s voting commissioners and alternates were: Ben Grumbles, SRBC Chair and Secretary, Maryland Department of the Environment; Brig. Gen. William Graham, SRBC Vice Chair, Commander and Division Engineer, North Atlantic Division, U.S. Army Corps of Engineers; James Tierney, Deputy Commissioner of Water Resources, New York State Department of Environmental Conservation; and Kelly Heffner, Special Deputy Secretary for Water Resources Planning, Pennsylvania Department of Environmental Protection.
