The Public Utility Commission this week issued its 2015 Annual Report on implementation of the Alternative Energy Portfolio Standards Act which found 67 percent of the sources certified to generate the credits needed to meet the AEPS standard come from outside Pennsylvania.

Fifty-three percent of the Tier II credit generators are also from outside Pennsylvania.

In terms of credits retired to meet the AEPS standard in 2015, 35.8 percent of Tier I credits, 62.3 percent of Tier II credits and 74.1 percent of the solar credits came from Pennsylvania.

Here’s a summary of each of the generation sources certified to provide AEPS credits--

The report shows there are enough Tier I and II credits exist to meet the AEPS requirements through 2021 and there is enough solar capacity planned or existing to meet AEPS obligations through 2019.

The PUC also reported the cost of Tier I credits was $12.51 in 2015 (spot market $15.14) up from $3.94 in 2011.  The cost of Tier II credits was 12 cents in 2015 (spot market 8 cents) down from 22 cents in 2011.  Solar credits cost $78.62 in 2015 (spot market $31.89), down from  $247.82 in 2011.727 MW;  Solar - 9 MW; Biomass - 16 MW; Hydro Pumped Storage - 40 MW; and Landfill Gas - 16 MW.

Already installed renewable energy capacity in PA as of May 31 includes: Wind - 6,717 MW; Solar - 2,360 MW; Hydro - 2,591 MW; Landfill Gas - 846 MW; Other Biogas - 39 MW and Wood - 404 MW.
