Here are links to key Standing Committees in the House and Senate and the bills pending in each-- House Environmental Resources and Energy Links for all other Standing House Committees Senate Environmental Resources and Energy Consumer Protection and Professional Licensure Community, Economic and Recreational Development Links for all other Standing Senate Committees Bills Introduced The following bills of interest were introduced this week-- Fish Commission Sets Own Fees: Senate Bill 30 (Eichelberger-R-Blair) authorizing the Fish and Boat Commission to set its own fees (sponsor summary). Taking Oil & Gas Penalty Monies From DEP: Senate Bill 32 (Hutchinson-R-Venango) would take oil and gas penalty monies from DEP and deposit them in the General Fund where it could be spent on any program in state government (sponsor summary). Subsidizing Businesses In Natural Gas Producing Areas: Senate Bill 34 (Hutchinson-R- Venango) providing for a tax credit and tax exemptions for businesses locating in natural gas producing areas (sponsor summary). Health Research Related To Drilling: Senate Bill 77 (Greenleaf-R-Montgomery) allocated $3 million from the Act 13 drilling impact fee to health research related to unconventional drilling (sponsor summary). Extending Natural Gas Service To Underserved Areas: House Bill 107 (Godshall-R- Montgomery) providing for rate recovery for utilities extending natural gas service into underserved or unserved areas (sponsor summary). Local Riparian Buffer Ordinances: Sen. John Rafferty (R-Montgomery) distributed a co-sponsor memo saying he plans to reintroduce Senate Bill 560 authorizing municipalities to adopt regulations requiring riparian buffers and requiring DEP to enforce a 100 foot stream buffer requirement. Click Here for more background. DEP Permit Tracking System: Rep. David Zimmerman (R-Lancaster) circulated a co-sponsor memo saying he plans to reintroduce House Bill 1666 to require DEP to develop an online permit status application (perhaps like the existing eFACTS system?) (sponsor summary). This is another unfunded mandate on DEP. No funding was included in the proposal.
