Times Leader: Wilkes-Barre, Kingston Fined $37,000 By EPA For Not Complying With MS4 Stormwater Program

The Times Leader reported Friday the City of Wilkes-Barre and Kingston Borough were fined a total of $37,000 by the U.S. Environmental Protection Agency for not complying with EPA’s program to reduce water pollution from stormwater runoff in Pennsylvania’s portion of the Chesapeake Bay Watershed. Wilkes-Barre was fined $25,000 and Kingston was fined $12,000 after audits conducted a decade after receiving permits to discharge stormwater into the Susquehanna River showed deficiencies. Butch Frati, Wilkes-Barre’s Director Of Operations, was quoted as saying, “No one was actually taking them [EPA] seriously.” He acknowledged the City should have heeded the warnings of the state Department of Environmental Protection.
