On May 29, the U.S. Environmental Protection Agency notified the Allegheny County Health Department it has issued a waiver for enforcement of the low-Reid Vapor Pressure gasoline requirement in the Allegheny County until June 17 due to a failure in the Buckeye Laurel Pipeline.

EPA said, “The Buckeye Laurel Pipeline supplies the majority of compliant fuel, which includes RFG (reformulated gasoline), into the Allegheny County area through three terminals. These three terminals have or will soon run out of compliant fuel.

“Additionally, other sources of compliant fuel are currently unavailable for distribution into Allegheny County.”

County regulations required the use of low-Reid Vapor Pressure gasoline starting May 1, although Allegheny County adopted a change in regulation to eliminate the requirement and submitted a request to remove the regulation to EPA on March 19.

EPA is going through the formal process of reviewing Allegheny County’s request to eliminate the requirement and has not yet finished.

EPA approved DEP’s request to eliminate the requirement in December for Armstrong, Beaver, Butler, Fayette, Washington and Westmoreland counties.
