Air Quality Advisory Committee To Get Overview Of Draft DEP Combined Heat/Power Generation Facility General Permit August 15

The DEP Air Quality Technical Advisory Committee is scheduled to meet August 15 to hear an overview of a new draft General Plan Approval/Operating Permit for Combined Heat and Power Facilities.

DEP is proposing to make permitting for facilities that generate electricity and use the energy for heating or cooling in a single system easier by developing a General Permit.

The draft GP-20 Combined Heat and Power permit would cover natural gas-fired electric generation facilities with a maximum capacity of less than 25 megawatts.

The permit would pre-set emission limits statewide along with other requirements, allowing for more stringent limits in the 5 Southeast counties.

Increasing the use of combined heat and power facilities is a recommendation in the 2018 Pennsylvania Climate Action Plan Update to help reduce greenhouse gas emissions.

The Public Utility Commission has also adopted a policy statement and formed a work group on combined heat and power generation to see how the Commission can encourage this more efficient way of generating electricity.
