The Department of Environmental Protection publishes its own DEP Non-Regulatory/Technical Guidance Document Agenda that shows technical guidance in development.

Technical Guidance -------------------

The Department of Environmental Protection published several notices about draft and rescinded technical guidance related to storage tanks and radiation protection compliance in the August 10 PA Bulletin--

DRAFT For Comment: DEP ID: 263-0900-022. Title: Verification of Emergency Containment Structures for Aboveground Storage Tanks. Description: This guidance provides information to assist tank owners and professional engineers when determining the adequacy of emergency containment structures and compliance with the technical regulations for aboveground storage tanks. This TGD is being revised to reflect amendments to 25 Pa. Code Chapter 245 (relating to administration of the Storage Tank and Spill Prevention Program) that went into effect on December 22, 2018. Minor editorial changes were also made.

DRAFT For Comment: DEP ID: 263-0900-011. Title: Storage Tank Modification and Maintenance Issues. Description: This guidance specifies the classification of various storage tank system modification and maintenance activities and when certified installers/inspectors are required. This TGD is being revised to reflect amendments to 25 Pa. Code Chapter 245. Throughout the guidance, minor editorial changes were also made. Finally, several specific examples of what are considered Major Modification, Minor Modification, and Maintenance Activities were added or updated, or both.

DRAFT For Comment: DEP ID: 263-2300-001. Title: Underground Storage Tank Class A and Class B Operator Training Courses. Description: This document provides guidance on training required for Class A and Class B operators and Department approval of related training courses and training providers. This TGD is being revised to reflect amendments to 25 Pa. Code Chapter 245.

Rescinded: DEP ID: 291-4100-001. Title: Radiation Protection Compliance and Enforcement Guidance. Description: This document had previously been used by the regulated community to learn how radiation protection non-compliance would be handled by the Department. The Department is rescinding this TGD because the guidance is out of date due to administrative process changes and an extensive regulatory revision that took effect on January 24, 2019.
