DEP To Hold Oct. 30 Hearing On Bivouac Swine Facility Water Quality Permit In Fulton County

The Department of Environmental Protection will host an October 30 public hearing regarding a Water Quality Management permit application submitted by CFC Fulton Properties to construct the Bivouac Sow Farm, a new swine facility in Ayr Township, Fulton County.  (Oct. 5 PA Bulletin page 5761)

The hearing will be held from 6:30 to 8:30 p.m. at the McConnellsburg Fire Hall, 112 E. Maple St., McConnellsburg, PA 17233.

The company plans to construct three barns with underneath storage for a sow/nursery swine operation located at 15197 Great Cove Road in Big Cove Tannery..

Anyone wishing to testify at the hearing is asked to pre-register by contacting John Repetz at 717-705-4904, or send an email to: jrepetz@pa.gov

Individuals will be given up to five minutes to present testimony, which should pertain to the WQM permit application submitted by CFC Fulton Properties. Individuals will be called to testify in the order they registered.

Relinquishing of time to other individuals will not be allowed. Time permitting, those who did not pre-register will be given the opportunity to testify. The hearing may conclude earlier if all testifiers in attendance have spoken prior to the designated end time.

Individuals unable to attend the hearing may submit written comments to Scott Arwood, PE, Clean Water Permitting Chief, DEP Southcentral Regional Office, 909 Elmerton Ave., Harrisburg, PA 17110.

Written comments will be accepted until 4:00 p.m. on November 12. DEP will respond in writing to relevant testimony provided during the public hearing and submitted written comments.

A copy of the permit application is available for public review at the Fulton County Library, 227 N First St, McConnellsburg, PA 17233, 717-485-5327.

The application is also available for review at DEP’s Southcentral Regional Office Building. Please call 717-705-4732 between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday to schedule an appointment.
