DEP Hosts December 18 Hearing On Allen Road TCE Hazardous Waste Site Interim Response In Cumberland County

The Department of Environmental Protection has scheduled a hearing for December 18 to take comments on its interim response on its interim response to the Allen Road TCE Hazardous Waste Site  in South Middleton Township, Cumberland County (Nov. 9 PA Bulletin page 6765)

The Allen Road TCE site encompasses properties located in Carlisle Borough, South Middleton Township, North Middleton Township, West Pennsboro Township, and Dickinson Township in Carlisle, Cumberland County, PA.

The Allen Road TCE site consists of a mixture of residential, commercial, industrial, and agricultural prop- erties. Residential properties are located along Allen Road, Ritner Highway, Alexander Spring Road, and Newville Road.

Commercial and industrial facilities are generally located along Routes 11 and 641 and Interstate 81. Various warehouse distribution centers are located along Allen Road, Ritner Highway, Logistics Drive, Com- merce Avenue, and Newville Road.

From September 19, 2008 to February 22, 2018, a total of 97 properties were sampled for volatile organic compounds (VOCs). Of the 97 properties that were sampled, 42 came back with VOCs detected.

During the investigation period, heavy redevelopment took place resulting in multiple residences being demolished; private wells being destroyed; and properties being connected to public water.

For the purposes of the Department’s response, only Properties of Concern will be addressed.

Properties of Concern consist of the remaining properties utilizing private wells where the primary constituents-of-concern (CoCs) Trichloroethylene (TCE), 1,1-dichloroethene (1,1-DCE), and 1,1,1-trichloroethane (1,1,1-TCA), and tetrachloroethylene PCE have been detected.

Of the 27 remaining properties with detections of CoCs, 3 properties had at least one CoC detected at a concentration at or above the MCL (maximum contaminant level) in the groundwater supply wells.

DEP is holding the hearing is to take public comments on the selection of alternatives to respond to the remaining contamination at the site.

The hearing will be held at  the Cumberland County Service Center, 310 Allen Road in Carlisle starting at 7:00 p.m.

If no person registers to present oral comments, by December 13, 2019, the hearing will not be held, but will be replaced with an informational meeting.
