Senate/House Bills Moving Last Week

The following bills of interest saw action last week in the House and Senate--

House

State Conservation Commission Annual Report:  House Bill 1755 (Zimmerman-R-Lancaster) requiring an annual report from the State Conservation Commission was reported from the House Appropriations Committee (House Fiscal Note & Summary) and was passed by the House.  The bill now goes to the Senate for action.

Public Meeting Priority To Utility Sales: House Bill 406 (Coz) requires public meeting notice prior to the sale of a municipal water or sewer system was referred into and out of the House Appropriations Committee (House Fiscal Note & Summary) and passed by the House.  The bill now goes to the Senate for action.

Pipeline Eminent Domain Bill Of Rights: House Bill 188 (Quinn-R-Montgomery) providing for an eminent domain bill of rights for projects like pipelines was removed from the Table and is now on the House Calendar for action.

Land Swap: House Bill 2045 (Dowling-R-Fayette) authorizing a land swap between Ohiopyle Borough and Ohiopyle State Park was referred into and out of the House State Government Committee and Tabled.

Snowmobile/ATV Registration: House Bill 1706 (Gabler-R-Clearfield) making changes to snowmobile and ATV registration and licensing requirements (sponsor summary) was re-referred to the House Tourism and Recreational Development Committee.

Maple Producers Week: House Resolution 653 (Causer-R-Cameron) designating March 16-22, 2020 Maple Producers Week in Pennsylvania (sponsor summary) was adopted by the House.

Senate

Natural Gas Use Subsidy: House Bill 1100 (Kaufer-R-Luzerne)-- which would provide unlimited taxpayer-funded subsidies of natural gas use in manufacturing through a new tax credit was reported out of the Senate Appropriations Committee was amended on the Senate Floor to cut in half the investment a company would need to make and cut the number of jobs a company would have to create to qualify for the subsidy and was passed by the House.  The House concurred in the changes and the bill now goes to the Governor for his action.  Gov. Fertilizer Overuse: Senate Bill 915 (Yaw-R-Lycoming) which sets standards for the application of fertilizer to turf, provides for the certification of professional fertilizer applicators and for labeling and an education program (sponsor summary) was reported from the Senate Agriculture and Rural Affairs Committee and was then referred to Senate Appropriations Committee.  Click Here for more.

Violation Notices: House Bill 476 (Mako-R-Northampton) requires municipalities be notified of state and federal waste law violations (House Fiscal Note & Summary) was referred to the Senate Appropriations Committee.

Alternative On-Lot Septic Systems: Senate Bill 1030 (Yaw-R-Lycoming) amending the Sewage Facilities Act to change the process for considering alternative on-lot sewage disposal systems (sponsor summary) was reported from the Senate Environmental Resources and Energy Committee and is now on the Senate Calendar for action.  Click Here for more.

Waste Tire Dumping Penalties: House Bill 342 (Cruz-D-Philadelphia) allows the City of Philadelphia to impose a $500 per tire fine for illegal dumping of waste tires and require business to maintain records of waste tire disposal (House Fiscal Note & Summary) was reported from the Senate Environmental Resources and Energy Committee and is now on the Senate Calendar for action.  Click Here for more.

State Game Lands Purchase Cap:  House Bill 752 (Turzai-R-Allegheny) removes the per acre cap on purchases of land to include in the state game lands system in Allegheny County (House Fiscal Note & Summary) was reported from the Senate Game and Fisheries Committee and is now on the Senate Calendar for action.

Providing For Parking, Bike Lanes: Senate Bill 565 (Farnese-D-Philadelphia) further providing for parking restrictions next to bike lanes (sponsor summary) was amended and reported out of the Senate Transportation Committee and is now on the Senate Calendar for action
