Senate Environmental Committee Reports Out Bills On Alternative On-Lot Sewage Systems, Waste Tire Dumping Fine Legislation

On February 5, the Senate Environmental Resources and Energy Committee reported out legislation on alternative on-lot sewage facilities and increasing fines for dumping waste tires in Philadelphia.  The bills include--

-- Senate Bill 1030 (Yaw-R-Lycoming) amending the Sewage Facilities Act to change the process for considering alternative on-lot sewage disposal systems (sponsor summary) and seeks to supercede 2018 draft Technology Verification Protocol and site suitability requirements being developed by DEP that has not yet been finalized or presented in final draft form to DEP’s Sewage Advisory Committee.  This bill was introduced February 3.

-- House Bill 342 (Cruz-D-Philadelphia) allows the City of Philadelphia to impose a $500 per tire fine for illegal dumping of waste tires and require business to maintain records of waste tire disposal (House Fiscal Note & Summary).

Both bills were reported out with bipartisan votes and now go to the full Senate for consideration.
