The one place state government has a significant surplus is in the operating accounts of the Senate and House-- an estimated $172 million. Maybe that could be put to good use for taxpayers in responding to the COVID-19 crisis, instead of sitting in the Senate and House bank accounts. This is going to be a very rough ride indeed and even the Senate and House have to sacrifice.
