Here are highlights of actions taken by agencies on environmental regulations, technical guidance and permits.

Regulations -----------------------

The Environmental Quality Board published notice in the July 11 PA Bulletin of final regulations making changes as part of the Triennial Review of Water Quality Standards. Read more here.

The Public Utility Commission published notice in the July 11 PA Bulletin of its final order implementing Phase IV of the Act 129 Energy Efficiency and Conservation Program. Read more here.

Technical Guidance -------------------

The Department of Environmental Protection published notice in the July 11 PA Bulletin of final changes to the Water Quality Toxics Management Strategy Statement of Policy.

The Department of Environmental Protection posted an update to its Non-Regulatory Agenda showing the status of technical guidance in development. (formal notice)

The Agenda serves as a guide and resource to the regulated community, the public, Department staff and members of the Department's advisory committees regarding the focus of the Department's policy development for the coming year.

The types of documents listed in the Agenda include policies and technical guidance documents that provide directives, guidance or other relevant compliance-related information.

The Agenda is similar to the Regulatory Agenda published by DEP showing regulations in development.

DEP published notice in the July 11 PA Bulletin it is accepting comments on draft Technical Guidance on Air Quality Permit exemptions (DEP ID: 275-2101-003). The guidance identifies these exemptions--

-- Exemptions under §127.14(a)(8) that do not require submission of a Request for Determination form.

-- Exemptions under §127.14(a)(8) that do require submission of a Request for Determination form.

-- Further qualifications regarding plan approval exempted sources.

-- Exemptions under §127.14(a)(9) related to physical changes.

-- Exemption criteria for operating permits.

DEP published notice in the July 11 PA Bulletin of final Technical Guidance on Evaluation of Underground Storage Tank Liners (DEP ID: 263-3120-001). Questions should be directed to Danielle Mattive at dmattive@pa.gov or 717-772-5830.

The Fish and Boat Commission published notices in the July 11 PA Bulletin of approved addition of 33 waters to the List Of Class A Wild Trouts Waters and the approved addition of 85 new waters to the List Of Wild Trout Streams.

Permits ------------

The Department of Environmental Protection published notice in the July 11 PA Bulletin applicants for the ESCGP-3 Erosion and Sedimentation Permit for Oil and Gas Operations must submit the Notice Of Intent through the ePermitting System effective September 9, 2020. (formal notice)

The Department of Environmental Protection published notice in the July 11 PA Bulletin of a notice of federal consistency under the Coastal Zone Management Act for a project to dredge the federal navigation channel in the Delaware River. Comments are being accepted until July 27. Click Here for a copy of the notice [when posted].

The Susquehanna River Basin Commission published notices in the July 11 PA Bulletin of project approved for consumptive use of water in May and projects approved for minor modifications in May.
