Here are highlights of actions taken by agencies on environmental regulations, technical guidance and permits.

Regulations -----------------------

The final Environmental Quality Board regulation reducing the sulfur content of heating oil from 500 ppm to 15 ppm was published as final in the July 25 PA Bulletin.    At the same time the regulation was published with a September 1 effective date, DEP published another notice in the July 25 PA Bulletin saying it would be suspending enforcement of the 15 ppm standard from September 1, 2020 to February 28, 2021. The Environmental Quality Board published a proposed regulation to adopt a manganese water quality toxic substances standard that is protective of public health in the July 25 PA Bulletin for public comment.  Read more here.

Technical Guidance -------------------

No new technical guidance published this week.

Permits ------------

The Department of Environmental Protection published notice in the July 25 PA Bulletin of the proposed certification that the Commonwealth’s existing nonattainment new source review program addresses the 2015 ozone air quality standard implementation plan requirements.  A virtual public hearing is scheduled for August 27 at 1:00 on the proposal.

The Susquehanna River Basin Commission published notices in the July 25 PA Bulletin listing projects approved for consumptive use of water;  projects approved for minor modifications; and revocation of approvals in June.
