The Department of Conservation and Natural Resources published final regulations in the September 5 PA Bulletin on the Snowmobile and ATV Grants.

Technical Guidance -------------------

No new technical guidance was published this week.

Permits ------------

The Department of Environmental Protection published notice in the September 5 PA Bulletin of the right to appeal DEP’s issuance of a Section 401 Water Quality Certification and related erosion and sedimentation permits for the Adelphia Gateway Natural Gas Pipeline Project (page 4613)

The pipeline route goes through Bucks, Chester, Delaware and Montgomery Counties.

Any person aggrieved by this action may file a petition for review pursuant to Section 19(d) of the Federal Natural Gas Act, 15 U.S.C.A. § 717r(d), with the Office of the Clerk, United States Court of Appeals for the Third Circuit, 21400 U.S. Courthouse, 601 Market Street, Philadelphia, PA 19106-1790 as provided by law.

This paragraph does not, in and of itself, create a right of appeal beyond that permitted by applicable statutes and decisional law. Important legal rights are at stake, so you should show this document to a lawyer promptly.

DEP, PennVEST published notice in the September 5 PA Bulletin providing notice of environmental assessments approved for projects to be funded by PennVEST In Allegheny, Butler, Montour and Somerset counties.

DEP published notice in the September 5 PA Bulletin of federal consistency under the federal Coastal Zone Management Act for the Schuylkill River Trail Extension for public comment.
