DEP Invites Comments On Energy Transfer Partners Erosion & Sedimentation Permits For Revolution Pipeline Slope Failure Fixes

The Department of Environmental Protection published notices in the December 12 PA Bulletin inviting comments on several erosion and sedimentation control permits covering slope failure fixes along the ETC Northeast Pipeline, LLC-- a.k.a. Energy Transfer Partners-- Revolution Pipeline route located in Butler, Beaver, Allegheny and Washington counties (Dec. 12 PA Bulletin, pages 7051 to 7074). The notices say DEP intends to issue the permits which cover “the proposed restoration and on-site mitigation of aquatic resources impacted by the initial Revolution Pipeline construction, slope failures along the Revolution Pipeline ROW (right of way) and the reconstruction of slope failures along the Revolution Pipeline ROW, the use of off-site mitigation for permanent impacts that cannot be restored on-site, un- avoidable impacts to waters associated with landslide remediation and slope stabilization, and temporary impacts to waters for access for restoration and remediation activities.” The notices contain an extensive list of stream crossings and areas affected along the pipeline route covered by the permit applications. Public comments are due January 11. Comments should be sent to the relevant DEP Regional Office mentioned in the notices. Energy Transfer Partners-- filed an appeal of a November 11 order issued by the Department of Environmental Protection to prevent ETC from putting natural gas in unstable sections of the Revolution Pipeline located in Butler, Beaver, Allegheny and Washington counties.
