House (February 1 ): Senate Bill 2 (Ward-R-Westmoreland) proposing an amendment to the state constitution limiting emergencies declared by a Governor to 21 days, unless extended by the 253 members of the General Assembly; Senate Bill 109 (Pittman-R-Indiana) would provide for $912 million in COVID relief aid to small businesses and others.<> Click Here for full House Bill Calendar.

Bills Introduced

The following bills of interest were introduced last week-- 

Kill Carbon Pollution Reduction Program From Power Plants: Senate Bill 119 (Pittman-R- Indiana) would kill the proposed Carbon Pollution Reduction Program covering power plants.  Gov. Wolf vetoed a similar bill last year.  Read more here.

Regulation Reviews: Senate Bill 126 (Brooks-R-Crawford) providing for an automatic review of economic significant regulations every three years (sponsor summary).

Moving Dedicated Funds To Special Funds: House Bill 255 (Grove-R-York) would transfer 46 dedicated funds, including 13 dedicated environmental and conservation funds into the General Fund as restricted accounts so they can be drawn upon to pay the state’s bills when the General Fund balance is low without having to borrow money (sponsor summary).

Solar Panel Recycling: House Bill 266 (James-R-Venango) requiring solar panels to be recycled under the deeply flawed Controlled Device Recycling Act.  Read more here.

Shielding Violators From Enforcement: House Bill 288 (O’Neal-R-Washington) would create a Regulatory Compliance Officer in each state agency to, among other duties, develop guidelines to waive penalties if a business or other entity if they attempted to comply with a regulation.  Read more here.

Micro-hydropower General Permit: House Bill 319 (Puskaric-R-Allegheny) establishing a general permit for micro-hydropower installations by DEP. (sponsor summary).
