House/Senate Bills Moving Last Week

Senate

Vehicle Emissions Inspection Exemptions:  Senate Bill 777 (Langerholc-R-Bedford) exempting certain additional vehicles from the emissions testing program was reported out of the Senate Appropriations Committee [Senate Fiscal Note & Summary], passed by the Senate and now goes to the House for action.

Lyme Disease/Tick Education: Senate Bill 603 (Brooks-R-Crawford) requiring Lyme disease and tick education in schools was reported out of the Senate Appropriations Committee [Senate Fiscal Note & Summary], passed by the Senate and now goes to the House for action.

C-PACE Expansion: Senate Bill 635 (Yudichak-I-Luzerne) which expands the Property- Assessed Clean Energy Program-- C-PACE-- to include multifamily buildings, indoor air improvements and resiliency measures was referred to the Senate Appropriations Committee.  [Read more here]

Oil & Gas Royalties: Senate Bill 806 (Yaw-R-Lycoming) further providing for natural gas royalty interest payment transparency was referred to the Senate Appropriations Committee.

Floodplain Management: House Bill 1598 (Boback-R-Luzerne) redesignating the PA Emergency Management Agency as primary agency to oversee floodplain management, rather than DCED, and making other changes was referred to the Senate Appropriations Committee.

Limiting Community Support Of Clean Energy, Energy Efficiency: Senate Bill 275 (Yaw-R- Lycoming) which would limit the ability of communities to offer new and clean energy sources and energy efficiency programs by locking in the status quo, in particular natural gas was amended and reported out of the Senate Local Government Committee on a party-line vote-- Republicans supporting.  The bill is now on the Senate Calendar for action.  Read more here.
