Highlights of the environmental and energy notices in the latest PA Bulletin-- The Department of Environmental Protection will host a virtual August 24 hearing on the Consol Coal Company Bailey Mine & Prep Plant expansion permit and subsidence control plan in Richhill Township, Greene County. (PA Bulletin, page 4476) Individuals who wish to participate and ask questions during the IPC must contact Community Relations Coordinator Lauren Fraley at lfraley@pa.gov or 412.442.4203 a minimum of 24 hours in advance of the event to reserve a time to present testimony. (PA Bulletin, page 4476) [Read more here.] Pipeline Applications -- DEP has received a permit application from Williams Field Services for Chapter 105 Water Obstructions and Encroachment Permit for 83 segments of natural gas gathering pipelines-- 4.9 miles of 16-inch lines and 9.4 miles of 24-inch natural gas gathering pipelines to covey gas to gathering facilities in Dimock and Jessup Townships, Susquehanna County. The project will result in 1,636 lineal feet of stream impacts, 6.94 acres (302,426 square feet) of floodway impacts, 7.03 acres (306,143 square feet) of PEM wetland impacts, 0.09 acre (3,862 square feet) of PSS wetland impacts, and 0.16 acre (7,128 square feet) of PFO wetland impacts all for the purpose of constructing, operating, and maintaining a natural gas gathering line for conveyance to market. (PA Bulletin, page 4460) -- Philadelphia Energy Solutions Refinery, City of Philadelphia, Risk Assessment Report of site groundwater contaminated with lead and petroleum hydrocarbons. (PA Bulletin, page 4460) -- CNX GH56 Well Pad, Center Twp., Greene County Final Report concerning remediation of site soils contaminated with aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium, and zinc. The report is intended to document remediation of the site to meet the residential Background and Statewide health standards.
