PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment May 13

The following DEP notices were published in the May 13 PA Bulletin related to oil and gas industry facilities. Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

-- American Refining Group Refinery: DEP received a Risk Assessment concerning remediation of soil and groundwater contaminated with Benzene, Toluene, Ethyl Benzene, Xylenes (total), Cumene (Isopropylbenzene), Methyl tert-Butyl Ether, Naphthalene, Trimethyl benzene, 1,2,4-(Trimethyl benzene, 1,3,4-), Trimethyl benzene, 1,3,5-, Fluorene, Phenanthrene, Anthracene, Pyrene, Chrysene, Benzo(a)anthracene, Benzo(b)fluoranthene, Benzo(a)pyrene, Benzo(g,h,i)perylene and groundwater: Benzene, Toluene, Ethyl Benzene, Xylenes (total), Cumene (Isopropylbenzene), Methyl tert- Butyl Ether, Naphthalene, Trimethyl benzene, 1,2,4- (Trimethyl benzene, 1,3,4-), Trimethyl benzene, 1,3,5-, Phenanthrene, Pyrene, Chrysene for EU-6 at the refinery located in Bradford, McKean County. -- EQT Corp - Pale Ale Well Pad: DEP approved Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc for the facility located in Jackson Twp., Greene County. (PA Bulletin, page 2640)

-- Ceriani Transport, Inc. - Petroleum Product Tank Truck Accident Site: DEP approved a Final Report on remediation of soil and groundwater contaminated with 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, benzene, ethylbenzene, isopropylbenzene, MTBE, naphthalene, and toluene for accident site in Snyder Twp., Jefferson County. -- MarkWest Liberty Midstream & Resources, LLC - Houston Gas Plant: DEP issued extension of temporary operating Air Quality Plan Approval to November 28, 2023 for the facility located in Chartiers Twp., Washington County. (PA Bulletin, page 2642)

-- Waste Management of Fairless, LLC - GROWS, Fairless Landfill Methane Flares: DEP issued Air Quality Plan approval for flares at these facilities located in Falls Twp., Bucks County. (PA Bulletin, page 2643)

-- Monroe Energy, LLC - Petroleum Refinery: DEP issued Title V Air Quality permit for the refinery located in Trainer Borough, Delaware County. (PA Bulletin, page 2643)

-- Eureka Resources, LLC - Oil & Gas Wastewater Treatment Facility: DEP issued renewal of state Air Quality Operating Permit for the facility located in Williamsport, Lycoming County. (PA Bulletin, page 2643)

-- Sunbury Generation LP - Natural Gas-Fired Power Plant: DEP issued renewal of state Air Quality Operating Permit for the facility located in Shamokin Dam Borough, Snyder County. (PA Bulletin, page 2643)

-- Tennessee Gas Pipeline Company LLC - Compressor Station 313: DEP issued revisions to Title V Air Quality permit related to air monitoring, other requirements, for the facility located in Hebron Twp., Potter County. (PA Bulletin, page 2644)

Chapter 105 Encroachment Permits

-- U.S. Fish & Wildlife Service - Loyalsock Creek Restoration Project: DEP invites comments on a portion of the Loyalsock Creek Restoration Project near the Lycoming College Biology Field Station and a shale gas drilling water withdrawal point approved by the Susquehanna River Basin Commission, one of four on the Loyalsock Creek. -- Keystone Clearwater Solutions LLC - Water Pipeline Brooks Impoundment TWL Interconnection Project: DEP invites comments on a 2.8 mile pipeline project serving shale gas drilling operations with multiple stream and wetlands impacts in Springville Twp., Susquehanna County.
