Highlights of the environmental and energy notices in the August 12 PA Bulletin-- -- The Environmental Quality Board published final regulations setting Radiation Safety Requirements for Non-Healing Arts Radiation-Producing Devices in the August 12 PA Bulletin. -- The Department of Environmental Protection is now accepting public comments on two Chapter 105 encroachment applications submitted by Olympus Energy/Hyperion Midstream LLC covering natural gas gathering pipelines and water pipelines in Westmoreland County, according to public notices in the August 12 PA Bulletin. Read more here. -- Project Part I: Olympus/Hyperion is proposing 8.5 miles of 30-inch natural gas gathering pipeline and a 16-inch permanent waterline between the Rogers Compression Station and the Athena shale gas well pad. (PA Bulletin, page 5037) The project is located in Upper Burrell and Washington Townships, Westmoreland County. -- Project Part II: Olympus/Hyperion is proposing 8.4 miles of 30-inch natural gas gathering pipeline and a 16-inch permanent waterline between the Athena shale gas well pad and the proposed Odyssey Interconnect Site. (PA Bulletin, page 5038) The project is located in the Municipality of Murrysville and Salem and Washington Townships, Westmoreland County. Read more here. -- PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment - August 12 [PaEN] -- The Department of Environmental Protection published notice in the August 12 PA Bulletin that it has extended the Erosion and Sediment Control Permit ESCGP-3 for Earth Disturbances related to Oil and Gas Development to January 6, 2025. The Department said it is extending the availability of this permit to adequately complete preparation of the issuance of ESCGP-4. Read more here. -- The Department of Environmental Protection published notice in the August 12 PA Bulletin inviting comments on draft Stream Evaluation Reports for Aquashicola Creek (Monroe and Carbon counties); Jones Creek (Susquehanna County) and Hosensack Creek (Berks, Lehigh and Montgomery counties). Comments on due September 11. Copies of the reports will be available on DEP’s eComment webpage. Read more here. -- The Department of Environmental Protection published notice in the August 12 PA Bulletin extending the submission period for water quality data on the proposed redesignation of Brodhead Creek in Monroe County. Read more here. -- The Department of Environmental Protection published notice in the August 12 PA Bulletin inviting comments on a proposed Total Maximum Daily Load Water Quality Plan for the headwaters of Alder Run Watershed in Erie County. (PA Bulletin, page 5056) The PA Integrated Water Quality Monitoring and Assessment Report included stream segments listed as impaired for aquatic life in the watershed. The impairments addressed by this document were caused by excessive siltation due to Crop Production. Click Here for a copy of the draft TMDL. The deadline for comments is September 11. Read more here. -- The Department of Environmental Protection published notice in the August 12 PA Bulletin it has initiated an interim Hazardous Sites Cleanup response at the American Biodiesel site at 4680 Iroquois Avenue, Harborcreek Township, Erie County. (PA Bulletin, page 5052). The site is located on a 11-acres parcel with one partially demolished, collapsed, and fire-damaged building, abandoned waste including miscellaneous scrap, large numbers of tanks, totes, and drums in various stages of degradation, and bags of powder coating materials. DEP will schedule a public hearing on the proposed interim response for September 21 starting at 6:00 p.m. -- location to be determined. Any person wishing to present comments must register with Tom Decker before September 1, 2023 by telephone at 814-332-6615, by email at thomadecke@pa.gov.
