PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - February 17

The following notices were published in the February 17 PA Bulletin related to oil and gas industry facilities. Many of the notices offer the opportunity for public comments.

-- The Department of Environmental Protection published notice in the February 17 PA Bulletin inviting comments on a major amendment to the Chapter 102 permit for the Mariner East II Natural Gas Liquids Pipeline in West Goshen Township, Chester County. (PA Bulletin, page 850)

The purpose of the proposed amendment is for the installation of Best Management Practices on property owned by Sunoco in order to comply with the West Goshen Township Stormwater Ordinance. Read more here.

-- The Department of Environmental Protection published notice in the February 17 PA Bulletin inviting comments and scheduled a hearing for March 20-- if requested-- on a proposed change to an existing Title V Air Quality Permit for the Eastern Gas Transmission & Storage, Inc. Punxsutawney Compressor Station in Perry Township, Jefferson County. (PA Bulletin, page 795) Read more here.

-- The Department of Environmental Protection published notice in the February 17 PA Bulletin inviting comments on a proposed Air Quality State Implementation Plan amendment incorporating RACT III requirements for the PEI Power Corp natural gas-fired power plant located in Archbald Borough, Lackawanna County. -- The Department of Environmental Protection published notice in the February 17 PA Bulletin inviting comments on a Chapter 105 permit for a MarkWest Liberty Midstream & Resources, LLC project to expose four natural gas pipelines for over 5,500 feet-- 12-inch (2), 16-inch, 20-inch-- for approximately six months to avoid damage from longwall coal mining at a site located in Donegal Twp., Washington County, impacting Dutch Fork (High Quality), wetlands and associated floodways in 31 different areas. -- The Department of Environmental Protection published notice in the February 17 PA Bulletin announcing it has issued a Technical Deficiency letter to Equitrans on the Final Act 2 Land Recycling Report on remediation of soil contaminated with chloride, aluminum, boron, barium, iron, lithium, manganese, selenium, strontium, vanadium, zinc, acetone, xylenes, 2-butanone (MEK), and carbon disulfide to the Statewide Health Standards for the George Reade conventional gas well at the Rager Mountain Gas Storage Facility located in Jackson Twp., Cambria County. -- The Public Utility Commission published notice in the February 17 PA Bulletin seeking public comments on a petition by the Williams Companies, Inc. to declare that two planned 11 MW solar energy facilities not directly connected to a distribution system qualify to generate Solar Alternative Energy Credits under the Alternative Energy Portfolio Standards.

The solar energy facilities are proposed to provide electric to Transco natural gas compressor stations in Columbia (Station 610) and Wyoming (Station 605) counties. Read more here.

-- The Public Utility Commission published notice in the February 17 PA Bulletin seeking public comments concerning a proposed $250,000 settlement related to the over-pressurization of the Peoples Natural Gas distribution system serving the community of Robinson, Indiana County, that caused a wide range of damage to utility and customer equipment. -- Chesapeake Appalachia LLC - Roeber Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater and petroleum products to meet the Statewide Health Standards at the pad located in Wyalusing Twp., Bradford County. (PA Bulletin, page 833)

-- EQT Corporation - Stattler Road Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc to the Statewide Health Standard at the pad located in Whiteley Twp., Greene County. -- Olympus Energy - Calliope Shale Gas Well Pad: DEP sent a Technical Deficiency letter on the Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, zinc, benzene, tert-butyl- benzene, sec-butylbenzene, cyclohexane, ethylbenzene, isopropylbenzene (cumene), naphthalene, toluene, total, xylenes, trimethylbenzene, 1,2,4-trimethylbenzene, 1,3,5-, acenaphthene, anthracene, benzo(a)anthracene, benzo(a)- pyrene, benzo(b)fluoranthene, benzo(g,h,i)perylene, biphe- nyl, chrysene, fluoranthene, fluorene, indeno(1,2,3-cd)- pyrene, 2-methylnaphthalene, phenanthrene, phenol and pyrene to the Statewide Health and Background Standards located in Upper Burrell Twp., Westmoreland County. -- Equitrans - George Reade Conventional Well at Rager Mountain Gas Storage Facility Well: DEP sent a Technical Deficiency letter on the Final Report on remediation of soil contaminated with chloride, aluminum, boron, barium, iron, lithium, manganese, selenium, strontium, vanadium, zinc, acetone, xylenes, 2-butanone (MEK), and carbon disulfide to the Statewide Health Standards located in Jackson Twp., Cambria County. -- SWN Production Company, LLC - WR 64 Fiondi Shale Gas Well Pad: DEP approved a Final Report on soil contaminated with servicing fluid used to cleanout wells to the Statewide Health and Background Standards at the pad located in Middletown Twp., Susquehanna County. (PA Bulletin, page 834)

-- McKissick Trucking, Inc. - Scenic Drive Incident: DEP approved a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc to the Statewide Health and Background Standards located in Independence Twp., Washington County. -- EQT Corporation - Iron Man Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, and zinc to Statewide Health Standards located in North Bethlehem Twp., Washington County.
